Delivering National Reform:
Legislative and Public Health Achievements
Sabrina Turner’s tenure as Minister of Health and Wellness was defined by bold reforms, transformative legislation, and a steadfast commitment to strengthening the healthcare system and public health landscape across the Cayman Islands. Despite having only 18 months free of pandemic-related constraints, she hit the ground running—pushing forward progressive policies and modern legislation that will shape Cayman’s future for generations.
Having navigated the complex and high-stakes environment of COVID-19 crisis management, Sabrina not only led the safe reopening of the country but also pivoted swiftly into laying the groundwork for national healthcare and environmental reform. Her legislative legacy includes the passage of key laws that modernize outdated frameworks, reinforce public accountability, and expand services to better meet the needs of the people.
Pharmacy Act, 2024
Passed under her leadership, the Pharmacy Act 2024, along with its Regulations, marked the first major reform to pharmacy legislation since 1979. This modernized law:
Improves access to critical medications, ensuring patients can receive timely and affordable treatment.
Creates new career pathways in the pharmaceutical sector, empowering Caymanians to enter and advance in a growing healthcare field.
Enhances regulatory oversight and safety standards in the industry, strengthening public trust and transparency.
Amendments to the Health Insurance Act
Sabrina championed meaningful amendments to the Health Insurance Act that bring accountability and fairness to the industry. These reforms:
Establish stronger governance over insurance providers, ensuring better protection for customers.
Prevent vulnerable individuals from being dropped or denied coverage during critical times due to rising premiums.
Introduce mechanisms that require insurers to follow a defined exit process, protecting policyholders from abrupt market withdrawals and abandoned obligations.
Environmental Health Act
Understanding the critical importance of a clean and safe environment, Sabrina introduced the Environmental Health Act to:
Empower the Department of Environmental Health (DEH) with greater authority and agility to enforce regulations.
Tackle longstanding issues like derelict vehicles and illegal dumping more effectively and with less red tape.
Set higher standards for sanitation and waste management, ensuring communities across the islands are kept safe, clean, and healthy.
Separation of Public Health from the HSA
Sabrina also led the strategic restructuring of Cayman’s healthcare system by overseeing the separation of Public Health from the Health Services Authority (HSA)—a bold move that positions Public Health as a standalone department with a focused mandate.
This critical shift enables:
More proactive and community-focused care, with increased deployment of public health personnel throughout the districts.
Enhanced capacity for preventative care, early detection, and long-term wellness planning.
A more apparent distinction between clinical services and public health responsibilities, leading to more efficient governance and service delivery.
These legislative and structural reforms are just a few of the national achievements Sabrina Turner led as Minister of Health and Wellness. With vision, conviction, and a results-driven approach, she has laid a strong foundation for a healthier, fairer, and more resilient Cayman Islands.
